According to the UN mandate, the aims and purposes of UN Refugees Committee in RF are to realize, without any discrimination, three missions: never disregard any refugees; protect refugees; render assistance to refugees observing human rights, their integration or their migration to third country. Everybody should be granted assistance. Their protection is a necessity, and not some political or individual choice. Its impossible to force somebody to live there where he may be killed". In 1994-1999, in the Yerevan National Pantheon, I was constructing the St.Vardan's church to commemorate those slain during theKarabakh war at the request of Vazgen the 1st the Catholicos of All Armenians. Dear Anna Michailovna, Varosyan Mnatsakan, an Armenian citizen, born in 1938, has had recourse to our organisation. He is married to Mel'sida Dilanyan, born in 1940. His elder son Armen Varosyan lives with his family in Greece. His daughter Armenui Varosyan , born in 1963, and her husband, Robert Vardanyan, born 1964, as their two children Susanna Vardanyan, born in 1995, and Margarita Vardanyan, born in 1997, live together with their parents. Mr. Varosyan is a doctor of medicine, a professor. He is a department chief at the cardiology institute of the Ministry of Health of the Republic of Armenia. When he was received at out office, he told about the events that forced him to leave his homeland. In the beginning of the 90s, during hard times in the economy of his country, he raised both his own money and the funds received from his colleagues abroad, and organized supplies of humanitarian aid to Armenia. This way he managed to save 25 thousand children aged 6 or younger, and 35 thousand adolescents from the death of starvation. In 1994, at the request of Catholicos Vazgen the 1st, he commenced to construct a church at his own expense at a cemetery in Yerevan where people are buried who were killed during the Karabakh conflict. In 1998, the construction was virtually finished, only some minor items needed to be completed, but at this time Mr. Varosyan started to receive calls from strangers threatening to use violence if he did not stop the work. He asked his acquaintances in state security agencies to find out what is it all about, and they recommended him to move his family out of Armenia. He and his wife went to Moscow, and he came back from there only after 8 months in May 1999. Upon coming back, he discovered that the upper dome of the church was destroyed, and construction materials and tools worth about 15 to 20 thousand dollars were stolen. The watchmen reported that all these had been hauled away by military men who had reported that they execute an order by the Government. Mr.Varosyan submitted a claim to the military police, and an investigation was initiated, but after 2 days the blame for the theft was laid upon a construction worker. After 2 or 3 more days, they told Mr.Varosyan that while this worker was in custody, his 19-year-old son, who was serving his term of active duty in the Army, was killed under obscure circumstances. After this disaster, Mr.Varosayn annulled all his charges against this worker because he believed it not possible to further aggravate his grief. On the 20th of June 1999, the Military Prosecutor of Armenia, Dzhangiryan, initiated an inquiry into the church construction. The investigation was intended to discredit Mr.Varosyan. Mr. Varosyan has never understood why the military got interested in this construction, because none of the investors or constructors had any relations to the military, and no territories controlled by the military were involved. The investigators subpoenaed workers and blackmailed them trying to get evidences against Mr.Varosyan. After Mr.Varosyan filed a complaint to the General Prosecutor's Office, the case was transferred to the Public Prosecutor's Office of the Shaumyanovsky District of Yerevan, and after one week the case was closed because of the absence of crime elements in the act. Mr.Varosyan has copies of documents related to this case. After these events, he completed construction of the church, at persistent requests of the society and the temporary Catholicos, Pozapalyan. Before the church was consecrated on the 14th of September 1999, three unidentified young men started shooting in the air in the presence of Varosyan in the cemetery. They threatened to kill him, if he does not stop being involved with this church. He alleged that President of the All-Armenian Charity Society in New York Ms ' Louise Simon-Manukyan arrogated the credit for the church construction to herself. Mr.Varosyan submitted his reports concerning this episode to President Kochayran, Parliament Speaker Demirchyan, Chairman of the Council of Ministers Sarkisyan. After than, Levon Mkrtychyan, Administrator for Church Affairs under the Armenian Government, summoned him and recommended him on behalf of the state and the government not to waste time on fighting for justice. He said that there will not be any compensation from Louise Simon-Manukyan, because she asked to hand over the church to her free. Mr.Varosyan understood that Louise Simon-Manukyan intended to misappropriate the money donated by the Diaspora through pretending that the money was spent on the church construction. On the 22nd of September 1999 Varosyan's wife and his son-in-law drove to the church to see if there were any construction materials left. Their car was stopped by unidentified people who threatened with weapons and ordered to forget about the church. On the 15n of October 1999 unidentified individuals shot into the window of Varosyan's office. This office is located at the 10th floor of the Cardiology Institute, and the bullet hit the ceiling. Mr.Varosyan did not file a complaint to the police, because his previous complaints had no effect. Shortly, his daughter Aremenui's office was fired at in a similar way. She worked as a doctor at the 4th Children's Hospital in Yerevan. Aremenui was saved because she was leaving her office at that moment. On the 20th of October 1999, a car with an unidentified man and a woman drove up to the kindergarten attended by Armenui's daughters. The woman entered the kindergarten territory and told the kindergartener that the mother asked to pick up her children because Armenui would be late at hospital with a seriously ill patient. The kindergartener had been warned in advance not to let children go with anybody but their mother and farther, hence she declined to do so. Soon Armenui came. She got extremely worried and rushed to look for the described car, but it already left. After the 25th of October 1999 it was found out that all the construction materials, tools and equipment left after the church had been constructed, worth 100 to 120 thousand dollars, were stolen. Mr.Varosyan believes they were misappropriated by those who impeded him in finishing the construction. He had to sell his house and all his property to pay the constructors and the suppliers. At the end of 1999, Varosyan's wife Dilanyan had an extremely strong mental disturbance because of all the things she was forced to live through. It took her a long time to recover after this. When Varosyan's eldest granddaughter already went to school, an attempt to kidnap the younger one repeated. When Armenui picked up Susanna from her school located near the kindergarten, a strange woman tried by force to take the younger girl, Margarita, along. When she saw the girl's mother, she stopped her attempts and quickly left. On the 20th of May 2000 when Varosyan stopped by the road and was fixing his car, unidentified individual shot at him, and quickly retreated afterwards. In 2000, Armenui was put into such conditions at her hospital that she had to quit voluntarily. Her husband Robert worked at the Justice Ministry of Armenia. He also faced incessant faultfinding and trivial criticism because of each and every trifle. In reply to his complaint to the minister he was answered he can resign. He understood it as a direct guidance, and he also resigned "voluntarily". During the same period, Varosyan's wife Dilanyan was made redundant at the Archive Department of Armenia. In autumn 2003, after lessons finished at school where Armenui's daughters studied, two strange women came again, and tied to take Margarita with them under the pretence that the girl's mother stayed outdoors. At this time, the grandmother came for the kid, and when the strangers saw her they tried to leave. The grandmother caught up with them and asked what they wanted. They answered that the family "will have to survive a lot of things", and left promptly. The entire family was constantly on duty near the school by the end of the lessons. Various strange people repeatedly approached them and told that even if they were alive, it was not for long. Soon, Robert's parents died with an interval of one year from one another, not able to withstand the stress. Robert's sister became afraid the persecutions may expand to her family, too, and moved together with her husband and her children to a European country without telling the brother which one. Ms Dilanyan's (Varosyan's wife's) brother did the same thing. Mr.Varosyan was not able to receive protection from the appropriate sate agencies in Armenia, and was not able to endure the constant threat to his life and the lives of his family members, so he moved to Moscow. Unfortunately, the experience of our organisation testifies that neither the Department for Migration Issues (UPDM) of the Head Department of Internal Affairs (GUVD) of Moscow, nor the Federal Migration Service of the Russian Federation (FMS RF) consider situations like those endured by this family as reasons sufficient to grant a refugee status in the RF territory. Attempts to appeal the denials to grant the refugee status in a court of law are not successful in such cases. Hence this family has virtually no chances to secure protection by the Russian Federation. They introduced themselves as my acquaintances and asked her to see a seriously ill person. After her denial, they tried to force her to sit in a car without number plates. She shouted, made a noise, after which they promptly left. After 3 days, on the 11th of June at 3 p.m., when my granddaughters Susanna and Margarita were playing in the yard, and their grandmother Melsida Dilanyan was looking after them, a car pulled over and two women tried to sit the children in the car. The grandmother came and took the children away by force. After this they left threatening that "they do not have much time left to live". On the 27th of July at 7 p.m., in Moscow near the house where I am temporarily residing, two tall Russian guys aged bout 27-30 stopped me and said: "we are giving you 24 hours for you to get away from Moscow, otherwise your head will be struck with a hammer." On Saturday, the 31st of July, at a bus stop near the house where I am living, this situation repeated. There is one detail: nobody even including my family knows where I am staying, except for Ms Alexeeva A.M. of the UNHCR office (I leave it for you to comment). On the 2nd of August at 12 a.m., I finally succeeded in talking to Ms Alexeeva Anna Michailovna of the UNHCR office on the telephone. I discovered she did not even deign to read either a lette of Gannushkina S.A., Chairman of the ROBO (regional social charity organization "Civil Assistance"), a member to the Human Rights Commission under the RF President, or my letter faxed on the 15th, 19th, 20th, 22nd, 23rd, 26th and 29th July 2004. She positively refused to provide me asylum and a temporary citizenship in a 3rd country, and said that my family only had to receive the Russian Citizenship. Two boys got out of a car supposedly to check their registration, and tried to make them sit down in to car. But it was OK with their registration. My daughter screamed, some passers- by run up to her, and they escaped. August 27,2005. At the same time I was near subway Yugozapadny". Two boys seized my hands and stroked me on kidneys. They whispered in my car that everybody is bored with me, and I will rot in Moscow together with my family. And they used bad language. I knocked one of them and they hit my nonuse, and I fell down blood- stained. There were many eye- witnesses, but I don't know how to find them. July 27, 2004. Around 19.00 PM two young men approached me on Krasnodar street where I lived, asked me if I am professor Varosian, and then forced me to enter the doorway, I screamed, some passers-by approached. These men told me that I should depart from Moscow during 24 hours. But they didn't touch me. On July 31, 2004, around 15,00-16,00 PM on Krasnodar street, near bus station, practically the events of July 27, 2004 were repeated. There were some eye- witnesses, but I don't know them. I didn't bring in an action against those people because I was afraid of their vengeance. Taking all this into account I ask you to protect my family from those strangers infringement. I may suppose that this persecution was organized by Armen Edgarian (UN Refugees Reception Committee in RF ), because I built a church in Armenia on my own finances, but huge amount of money from abroad was misappropriated in Armenia and I permanently speak about it. During the tragedy in Beslan my colleague, a genuine patriot and a great humanist Professor Roshal Leonid Michailovich asked with tears, shuddering with horror, and mourning the butcherly slain and tortured innocent children, Beslan schoolchildren, "where are representatives of international organisations, where is the UN, where is the Red Cross?" While the UN with its corrupted and criminal outfits is helping terrorists to perpetrate their incredibly disgusting crimes, like it is happening with my family now. My granddaughters are schoolgirls, too. Suzanna is 9, Margarita is 7: the UNHCR and personally double Nobel laureate Mr.Ruud Lubbers, and the UNHCR in the RF, Mr. Armen Edgarnyan, and Mr.Kasidis Rochanakorn and Ms.Alexeeva A.M. sold them to terrorist gangs for brutal murder. Disregard and contempt to human rights resulted in barbarian actions toward my family. The seven-year constant threats by terrorist and humiliations from appropriate UN outfits contradict the purposes and principles of the UN Organization. My family is in a real danger, they need an urgent and immediate deportation.
